Dear colleagues,

On behalf of the Supreme Court and on my own behalf, I would first of all like to thank you for all the support you have given to Ukraine, our army and the Supreme Court during this difficult time for our country.

The Russian Federation continues its destructive actions against the independent Ukrainian State, even using weapons prohibited by the Geneva Convention.

The number of civilian victims, in particular young children, continues to increase dramatically. The shelling of Ukrainian cities does not stop and brings new destructions and new victims.

Since 2014, Ukraine has waged an unprecedented war for its freedom and independence, as well as for the freedom and independence of all Europe. Our goals, our values, our vision of the future are common with European countries.

At the same time, Ukraine is fighting for its independence at home. Since 2014, reforms in all spheres have been initiated and continue in accordance with the world's best models and practices.

The judiciary has gained full formal independence as a result of the 2016 constitutional reform. The new model of the judiciary is being built in line with Council of Europe standards and in close cooperation with our partners from the EU, the UK, the USA and Canada.

A renewed Supreme Court has been operating since 2017. The High Anti-Corruption Court has been operating since 2019. In 2022, the second stage of the reform of the judiciary - the High Council of Justice and the High Qualification Commission of Judges of Ukraine - began. Following the launch of the new HQCJ and the renewed HCJ, Ukraine will continue the development of courts of first instance and courts of appeal, primarily through the recruitment of 2,500 new judges.

The Supreme Court, as the highest court in the judiciary, has consistently supported all the positive changes taking place in the system and the state and continues to do so despite the ongoing hostilities.

On 28 February 2022, President of Ukraine Volodymyr Zelenskyy signed an application for membership of the European Union.

On 01 March 2022, the European Parliament called on the EU institutions to work towards granting Ukraine the status of candidate state and to continue to work towards strengthening Ukraine's integration into the EU unified market in line with the Association Agreement.

On behalf of the Supreme Court I ask you to support Ukraine in our aspiration to become a member of the European Union and to appeal to your governments to make this procedure as quick as possible.

Ukraine is sure to win this war thanks to the heroism and dedication of the Ukrainian people and the help of our international partners.

Головам верховних судів країн Європейського Союзу

Шановні колеги!

Передусім від Верховного Суду і від себе особисто дякую вам за ту підтримку, яку ви надаєте Україні, нашій армії та Верховному Суду в цей непростий для нашої країни час.

Російська Федерація продовжує свої руйнівні дії щодо незалежної української держави, використовуючи навіть заборонену Женевською конвенцією зброю.

Кількість жертв серед мирного населення, зокрема малолітніх дітей, драматично збільшується. Обстріли українських міст не припиняються та несуть нові руйнації і нові жертви.

З 2014 року Україна веде безпрецедентну війну за свою свободу й незалежність, так само як і за свободу та незалежність усієї Європи. Наші цілі, наші цінності, наше бачення майбутнього є спільними з європейськими країнами.

Водночас Україна бореться і за свою незалежність усередині країни. З 2014 року розпочато і продовжується реформування всіх сфер відповідно до кращих світових моделей і практик.

Судова влада внаслідок конституційної реформи 2016 року отримала повну формальну незалежність. Побудова нової моделі судової влади відбувається відповідно до стандартів Ради Європи і в тісній співпраці з нашими партнерами з ЄС, Великої Британії, США та Канади.

З 2017 року працює оновлений Верховний Суд. З 2019 року – Вищий антикорупційний суд. У 2022 році розпочався другий етап реформування органів суддівського врядування – Вищої ради правосуддя та Вищої кваліфікаційної комісії суддів України. Після старту роботи нового складу ВККС України й оновленого складу ВРП Україна продовжить розбудову судів першої та апеляційної інстанцій, насамперед через добір 2500 нових суддів.

Верховний Суд як найвищий суд у системі судоустрою послідовно підтримує всі позитивні зміни, які відбуваються в системі та державі, і продовжує це робити, незважаючи на воєнні дії, що тривають.

28 лютого 2022 року Президент України Володимир Зеленський підписав заявку на членство в ЄС.

1 березня 2022 року Європейський парламент закликав інституції ЄС працювати в напрямі надання Україні статусу держави-кандидата на вступ до ЄС і продовжувати роботу щодо посилення інтеграції України в єдиний ринок ЄС відповідно до Угоди про асоціацію між Україною та ЄС.

Від імені Верховного Суду прошу вас підтримати Україну в нашому прагненні бути членом Європейського Союзу та звернутися до урядів ваших країн щодо максимально швидкого проходження цієї процедури.

Україна обов’язково переможе в цій війні завдяки героїзму та відданості українського народу й допомозі наших міжнародних партнерів.
